On private property, normally no. A unit in your yard, on your driveway, or inside a fenced job site needs no City permit in Waterloo. Public ground is where the rules begin.
Streets and sidewalks: The City's Engineering Department handles permits for sidewalks, driveways, curb cuts, and work in the public right-of-way. State highways: On a state road, Iowa DOT has to sign off, and it runs a separate process for short-term closures tied to city events and to RAGBRAI.
Food vendors: Iowa requires a temporary food license. Register an organized event about 60 days ahead, and file single-event licenses roughly 30 days ahead.

Set units on firm, level ground with an open path for a full-size truck. Cedar Valley ground gets soft in spring and after a heavy rain, so gravel or a plywood pad is worth the trouble. Frost heave can tilt a unit in January, so check footing when the weather turns.
Hold every unit at least 15 feet away from food service, and keep them clear of the riverbank, drainage ditches, storm inlets, and well heads. On a job site, place them inside about 200 feet of the work. At an event, break them into small groups so no single line forms, and give the accessible unit flat, solid footing.

Where does it end up? Iowa allows only a state-licensed commercial septic tank cleaner to pump this waste, and that license expressly covers firms that rent portable toilets.
