On your own ground, a yard, a driveway or a fenced job site, a unit normally needs no City permit in Provo. Public ground and large gatherings are a different story.
Special events: Provo's special event permit covers events on City property, including parks, lots, streets and sidewalks, and large gatherings on private ground. The application fee is $50.00 and is not refundable. Review runs at least 14 working days, and the City requires applications no less than 90 days out. Parks and trails: Provo splits park events three ways. Anything with 500 or more people, or needing road closures, traffic direction or first aid, uses the community events application. Events spreading past a pavilion use the parks and trails application. A single pavilion just needs a reservation. Parks Operations is at 801-852-6606.
Large gatherings: A crowd of 1,000 or more for two hours or longer counts as a mass gathering under state rules, and the Utah County Health Department handles that application along with food booth and event coordinator paperwork.
Food vendors: Booths need a county temporary permit, and your units have to sit at least 100 feet from any food service area.

Utah writes placement into the rule for large gatherings, and the same logic works everywhere. Keep units at least 100 feet from food service and no more than 300 feet from the crowd, so people use them instead of walking off to find something else.
Pick firm, level ground. Lake-bottom soil in west Provo and loose canyon gravel both shift under a full unit, and irrigation turn-outs can soak a spot overnight. Leave the truck a straight lane with no low branches.

Utah also sets the end of the job.
