Utah inspects its own job sites. The Utah Occupational Safety and Health Division, part of the Utah Labor Commission, covers the whole state from one office, and a state program must be at least as protective as the federal one. Treat the crew counts above as your floor.
Big events pick up a state rule of their own. Utah's temporary mass gathering sanitation rule kicks in at 1,000 or more people gathering two or more hours a day. It sets handwashing at one station for every ten portable toilets, stocked with soap, water, and single-use towels, and it wants the waste pulled from each unit at least once every 24 hours. The Standard Porta Potty handles most work: a toilet, a urinal, a paper holder, and hand sanitizer. It covers framing crews, landscape jobs, and backyard gatherings.
The ADA-Compliant Porta Potty enters at ground level with a wide door, grab bars, and turning room for a wheelchair. Any public event needs at least one.
The Deluxe Flushing Porta Potty adds a flush and stronger odor control, which pays off at a reception or a ticketed event in warm weather.
The Deluxe Porta Potty with Sink puts a sink, soap, and a mirror inside the unit, so guests can rinse up without hunting for a station.
The Solar Porta Potty runs lights and a fan on sunlight, which suits trail heads, staging areas, and desert lots with no power nearby.
The Handwashing Station is a stand-alone sink with fresh water, soap, and paper towels. It belongs anywhere food is served, and it is what the state rule counts at a big gathering.
The Restroom Trailer brings several stalls, running water, and climate control, and in a St. George summer the air conditioning is the selling point.

A unit on ground you own or control, like a driveway, a yard, or a fenced job site, does not need a City permit. Once it moves onto public ground, the City gets involved.
Streets and sidewalks: Closing or occupying a street calls for an encroachment permit. The City lists a base fee of $150 in the roadway, $75 in the shoulder or sidewalk, and $50 where there is no traffic impact. Call 435-627-4060 before you commit to a spot.
Events: The City takes special event applications at least 45 calendar days ahead and no more than 365 days ahead, and anything filed inside that 45-day window is denied. The application fee is $150, and insurance is required for any event at a city park or facility.
Parks: An event at a park needs a reservation. Call the Parks Department at 435-627-4531 to hold your date while the permit application is reviewed.
Food vendors: Any food preparation or service at your event needs a food handler's permit from the Southwest Utah Public Health Department, which you can reach at 435-986-2580. Expect a handwashing station at the booth.
Crowds of 1,000 or more: The state mass gathering rule adds an application to the local health officer, due at least 15 days before you advertise and at least 30 days before the first day.

Set units on firm, level ground with a clear approach for the truck. Loose sand, caliche, and slickrock ledges all make poor pads, and a summer thunderstorm can wash out a two-track overnight. Check for low branches, narrow gates, and parked equipment before delivery day.
Keep units 15 feet or more from food service, and away from wells, washes, and storm drains. On a job site, put them within about 200 feet of the crew. At an event, spread them into small groups, and keep the accessible units on hard, flat ground a wheelchair can actually reach.
A weekly service visit is the baseline: pump the tank, clean and sanitize the interior, restock paper and sanitizer. Heat and crowds speed that up. At a gathering of 1,000 or more, the state expects waste pulled from every unit at least once a day, so plan on daily stops there.
The waste goes to the City's own St. George Regional Water Reclamation Facility. City rules count what comes out of a chemical toilet as septic tank waste, and a hauler may unload only where and when the plant says, must carry a current health permit and a City business license, and has to hand over a tracking form for every load.
