On private ground, such as your own yard, a farm, or a fenced job site, you usually won't need a city permit. Anything on public ground goes through the city's event process, and Oshkosh has a distinctive one.
Two steps, not one: The city's guidance says you first work out whether your gathering meets the definition of a special event, then work out whether that special event actually needs a permit. Some fall inside listed exceptions and need no permit, though they still have to meet every other rule.
Timing: An application may be filed up to a year ahead and no later than 45 days before the date. It goes to the City Clerk at City Hall, 215 Church Avenue, or by post to the city's box number.
Who sees it: The Clerk sends copies to the city manager, police, fire, health, inspection services, public works, parks, transportation and legal. Each can recommend conditions and estimate the cost of any extra services, and the Common Council makes the final decision. Approved organizers file proof of insurance and sign an indemnity agreement.
Streets: Street closures and temporary alcohol licenses may need Council approval on top of the permit. Public works handles rights of way and barricades, and the police special operations officer covers closures, traffic and parking. Highways: Work in the right-of-way of an Interstate, US or state highway needs a WisDOT permit. Watch out for connecting highways, where a city maintains a stretch of state road inside its limits, so check which agency actually issues the permit.
Food vendors: A stand at a special event is a transient retail food establishment, licensed by the state agriculture department or by a local health department acting as its agent, for up to 14 consecutive days.

Place units on firm, level ground with a clear, straight approach. Fox Valley lots soften quickly after rain and after the spring thaw, and lakeshore ground stays wet longest, so a gravel pad or a sheet of plywood is cheap insurance. Keep units at least 15 feet from food service and away from wells, ditches, storm drains and anything running toward the lake or the Fox River. On a job site, keep them inside about 200 feet of the work. At an event, split them into small clusters near entrances and vendor rows, and give the accessible units a level, solid path.
Standard service is once a week: pump the tank, wash the interior, restock paper and sanitizer. Big crews, hot July stretches and multi-day events generally move to two visits or more.
Wisconsin regulates the haul closely. Every septage business that services or disposes of this waste has to be licensed by the state, a portable restroom servicing assistant may service units but may not land apply the waste, every truck is inspected and registered, and the load goes to a permitted or licensed facility that can store or treat it.
