On private property, normally no. A unit in your yard, your driveway, or a fenced job site needs no City permit in Logan. Public ground and organized events are different.
Streets and sidewalks: Logan requires a work in the right-of-way permit, and the City asks you to allow three to four business days for processing once your documents are complete. Insurance requirements and approval conditions come with the forms. Questions go to 435-716-9155.
State routes through town: Main Street, 400 North east of Main, and 200 North west of Main are state highways, so work there takes a permit from UDOT rather than the City.
Special events: Logan counts any public event that closes part of the right-of-way or uses city property as a special event, whether or not you charge admission. Send the details in writing to the Parks Superintendent at 195 South 100 West at least 30 days out, including group size and what you need. Call Business Licensing at 435-716-9230 to find out whether a permit is required, and the Police Department at 435-716-9340 about security. A daily special event fee applies to for-profit and gated events.
Large gatherings: Once you expect 1,000 people or more for two hours or longer, the state rule brings in the local health officer. File at least 15 days before your first advertisement and at least 30 days before the gathering.
Food vendors: The Bear River Health Department requires a working hand wash station in each booth's prep area, with warm, culinary-quality water, and the wastewater has to go into the sewer rather than a storm drain.

Set units on firm, level ground with a clear approach for a full-size truck. Spring runoff softens valley soil, and frozen ruts in January make a bad path worse, so a gravel or plywood pad is worth the effort. Watch for irrigation ditches, low branches on canyon roads, and drifted snow blocking a service lane.
Keep units at least 15 feet away from food service, and well clear of ditches, canals, storm drains, and well heads. On a job site, place them inside about 200 feet of the work. At an event, break them into small groups so no single line forms, and give the accessible unit flat, solid footing.
A standard rental gets one service visit a week. Large gatherings need daily pumping under the state rule, and big crews often want a second midweek stop.
Where does it end up? Utah's rule sends this waste to a wastewater treatment facility, and in Cache Valley that system is the Logan Regional Wastewater Treatment Facility, run by the City's Environmental Department. It pairs a mechanical plant with hundreds of acres of lagoons and wetlands, takes about 18 million gallons a day on average, and serves Logan along with Smithfield, Hyde Park, North Logan, River Heights, Providence, Nibley, and the university.
