Set a unit on ground you own or control, and no City approval is needed. It's public ground and public events that bring paperwork.
City events: Events in Columbus public space need an approved Event Application and a safety plan, filed online and reviewed at a monthly meeting of the City's events review group. Start by e-mailing the special events office to check your date. Your site plan has to show where the units and handwashing stations will stand, with a five-foot clear path for people with disabilities and a twelve-foot lane for emergency vehicles. The City expects units delivered as late as practical before the event and hauled away within a day of the close.
Restrooms are yours to provide: The City states plainly that borrowing restrooms at The Commons or at nearby businesses is not an acceptable plan, and that the organizer supplies the units the County health office asks for. Missing that can cost you the security deposit.
City right-of-way: For non-event uses of a street, alley, or sidewalk, Columbus takes a Request for Special Use of Right of Way. Food vendors: Booths and food trucks are permitted by the Bartholomew County Health Department, and the City tells organizers to call the department at 812-379-1550 before the menu is set.

Choose firm, level ground. River bottom soil around Columbus holds water after a wet stretch, and a service truck that sinks costs you a trip. Keep the approach clear of parked cars, low branches, and gates nobody has a key for.
