Oregon writes its own workplace rules rather than leaning on the federal ones, and two of them shape where units go. Oregon OSHA requires toilets that are sanitary and immediately available, and its guidance measures that as no further than an unhurried three-minute walk on a clear path. On top of that, Oregon's construction sanitation rule says a project estimated at $1,000,000 or more needs flush toilets on site plus wash basins with warm water and soap, and a self-contained flushing unit satisfies that. Highway and utility transmission jobs sit outside the rule.
Large outdoor gatherings have their own math. When a crowd passes 3,000 people for more than a day, the state asks for seven toilets per 800 people, cleaned daily, with the contents removed by a registered operator. On private ground the answer is almost always no. Your own lot, your driveway, a fenced job site, or acreage outside town is yours to arrange, though a subdivision covenant can still have something to say.
City streets and sidewalks. The Public Works Department looks after City streets and the right-of-way. Call 541-450-6110 on a weekday between 8 a.m. and 5 p.m. before you place anything in that space, and Engineering at 541-450-6078 if the job touches a street or a sidewalk.
State highways. Redwood Highway and the routes tied to the interstate belong to the Oregon Department of Transportation. Any non-transportation use of that ground needs ODOT permission, issued through the local maintenance district.
Events. A special event permit is required for closing a public street, serving alcohol on public property, opening an event to the public on public property, camping overnight in a City park, or selling merchandise. Applications are due at least 30 days ahead, and the City asks for 60. Events outside a park go to Administration at 101 NW A Street, phone 541-450-6000. Events inside a park go to Parks and Recreation at 541-471-6435.
Food at the event. Food booths need a temporary license from Josephine County Environmental Health, which licenses temporary events along with restaurants and mobile units. Reach the county at 541-474-5221. Oregon also spells out the handwashing setup a booth must have, which is a good reason to put a station beside every vendor.

Ground first. Pick a flat, firm spot, because a unit set on a slope or on loose river gravel will not sit right. Give the truck a straight approach, wide enough and clear of low branches, and remember that a long gravel driveway in late summer can be dusty and soft at the same time.
Keep units at least 15 feet from food service and well away from the Rogue, the Applegate, irrigation ditches, and storm drains. On a job site, stay inside that three-minute walk from the work. At an event, split the units into a few clusters so lines stay short, and put accessible units where the ground is flat and the path is solid.
Standard service is one visit a week: pump the tank, wash the interior, restock paper and sanitizer. A festival or a crew of thirty in August will want more than that, and Oregon expects daily service on chemical toilets at large gatherings.
After pumping, the load goes to a site permitted to receive it. Oregon licenses that work directly: the state's environmental agency issues a sewage disposal service license covering the pumping, transport, and disposal of portable toilet contents, and anyone can check a license in the state's public database. Grants Pass treats the city's own sewage at its Water Restoration Plant on Greenwood Avenue, which handles about five and a half million gallons on an average dry day.
