A unit on private ground, such as a driveway, a farmyard, or a fenced job site, needs no City permit. Public streets, parks, and public events are where the process starts.
Street closures: A request to close a Richmond street goes to the City's Traffic Division at 765-983-7252. Curb cuts are handled by the Engineering Department at 765-983-7394, and bridges belong to the Wayne County highway department.

Events with food: The coordinator registration is due to the Wayne County Health Department 30 days before the date, with a vendor list and a site map showing where the food booths go. Each vendor then files a temporary food service permit seven days out, at $15.00 per day. The office is at 100 South 5th Street and answers at 765-973-9245.
State highways: Work or a road closure on a state road, including the US 40 corridor, runs through the state transportation permit system, not the City.

Set units on firm, level ground. Eastern Indiana clay softens through a wet spring, and a unit on a slope is unpleasant to use and awkward to pump.
Give the truck a clear approach. Watch for low branches, narrow alleys downtown, farm gates, and soft shoulders on a county road. On event days, tell us where barricades will sit so the driver can still reach every unit.
Keep units at least 15 feet from food service and well away from creeks, field tile, and storm drains. On a job site, place them within about 200 feet of the work.
