A spot in a narrow alley, behind a fence, or up a set of steps takes more time on every visit. - Unit type and extras: Deluxe flushing units, sink units, solar units, and restroom trailers cost more than a standard unit. Handwashing stations are priced on their own.
Two District details can also affect your plans. First, almost every curb, sidewalk, and alley here is public space, so a unit that can't fit on private land will need a DDOT permit. Second, large events on city streets go through a long review, which means your restroom plan should be ready months ahead.

A unit on private property, like your yard, driveway, or a fenced job site, usually doesn't need a permit. Public space is a different matter, and in the District, public space covers a lot of ground.
Here's how it works:
A single block can mix private land, DDOT sidewalk, and federal park, so the exact spot matters. Your account manager can help you pin down which office to call before delivery.
Your count depends on how many people will use the units and how long they'll be there. These guidelines are a solid starting point: - Events: Plan 1 unit per 50 guests for an event of around four hours. If alcohol is part of the event, add 15 to 20 percent. - Construction sites: Federal workplace safety rules require at least 1 toilet for a crew of 20 or fewer. For bigger crews, it's 1 toilet and 1 urinal per 40 workers. - Accessible units: Every public event needs at least 1 accessible unit. For large events reviewed by the District's special events task group, 20 percent of the units must be accessible, as covered below. - Emergencies: Plan 1 unit per 10 relief workers.

Four sets of rules shape most rentals in the District: event restroom counts, accessibility, food vendor handwashing, and waste disposal. - Event restroom counts: The Mayor's Special Events Task Group sets a floor of 1 portable restroom for every 300 guests at the events it reviews, and site plans must show where the units go, per its planning guide. That's a minimum. Most events are far more comfortable using our 1 per 50 guideline. - Accessible units: Federal ADA standards call for 5 percent of each cluster of public portable toilets to be accessible, and units used only by construction crews are exempt. The District's task group goes further for the events it reviews. It requires 20 percent of the units to be accessible, with at least one at every location. If you place just one unit, it must be an accessible one. - Food vendors: DC Health's Division of Food inspects food stands at special events, with one inspector for every ten vendors. Under its special event guidelines, every vendor needs hot water at 100 degrees for handwashing for the whole event, plus soap, paper towels, and a bucket to catch the used water. If vendors can't supply hot water, the event organizer must. A few handwashing stations placed near the food area can help. - Waste disposal: DC Water runs the only place in the District where haulers may unload portable toilet waste, the septage receiving facility at the Blue Plains treatment plant. Each truck needs a DC Water permit, and drivers hand in a manifest at the gate. Dumping hauled waste into the sewer system anywhere else in the District is illegal.
