Streets, sidewalks, and alleys: The City asks for an Encroachment Permit whenever a person, business, or contractor puts something on public property, and that covers a temporary setup. The fee is $10 and you apply online through Public Works.
Work in the right-of-way: If your crew is digging, storing equipment, or otherwise working in the City right-of-way, you need a Public Right-of-Way Permit from the same office, also $10. You must show proof of insurance and bonding before it is issued. Public Works is at 201 1st Avenue East and answers at 406-758-7720.
Events on City property: Parades, festivals, fairs, concerts, and runs on City streets, boulevards, or parks need a Parade/Special Event Permit. You file it with the City Attorney's Office at 201 First Avenue East, 406-758-7977, with a certificate of insurance, and it then goes to Parks, Public Works, Fire, and Police for review. The event fee is $100, which covers the traffic control plan review, and there is a refundable $200 deposit for barricades.
Lead time: The City wants the event application early enough for all those departments to sign off, and it asks for roughly three weeks ahead of your date.
State highways: US 93 and US 2 run through the valley, and work or placement in that right-of-way falls to the Montana Department of Transportation rather than the City.
Food vendors: If you're feeding a crowd, vendors get a temporary food license from Flathead County Environmental Health at 406-751-8130, and the state retail food program sends every operator to that local office. Handwashing is part of what they look for, so book a station for the food area.
