Set a unit on ground you control, a yard, a driveway, a farm, a fenced job site, and no city paperwork is normally needed. Public ground is a different story.
Events on streets and public property: The city runs a two-step special event application. A preliminary form holds your date, then the full application goes in for review, and staff meet with you before the day. The application fees for 2026 are $100 for a parade, walk, or run, $250 for most other events and festivals, and $500 for a festival drawing more than 5,000 people, while a block party under 100 people costs nothing. What the application wants: A site map showing tents, equipment, and activities, plus your restroom plan broken out by standard units, accessible units, and handwashing stations, and the name of the company supplying them. Any street closure, traffic change, or parking restriction needs the Director of Special Events to sign off, and your certificate of insurance is due 30 days ahead.
Right-of-way: Nothing gets to sit in the public right-of-way without the Public Works Department agreeing to it, so ask before you put a unit at the curb.
City parks: Requests to use a park for an event go in writing to Parks and Recreation at 1900 Randolph Street at least 60 days before your date. The number there is 636-949-3372.
Food vendors: Every vendor needs their own temporary food event license from the St. Charles County Division of Environmental Health and Protection, and a handwashing station is part of what the county expects at the booth. State highways: For work or placement on a state route, MoDOT issues right-of-way permits, with the request starting online.
