A porta potty on private property, like a backyard, a farm field, or a fenced job site, usually doesn't need a permit. That changes when the unit sits on a street, a sidewalk, a park, or any other public land. Then you need permission from whoever looks after that spot.
Pennsylvania doesn't issue a single statewide permit for portable toilets. Which office you deal with depends on where the unit goes:

These guidelines are a good place to start: - Events: Plan on 1 unit for every 50 guests for an event of about four hours. Larger crews need 1 toilet and 1 urinal for every 40 workers. - Accessible units: At public events, plan on at least 1 accessible unit in every group of units, or about 1 in every 20. - Emergencies: After a storm or flood, plan on 1 unit for every 10 relief workers.
