On property you own or control, like a driveway, a yard, or a fenced job site, no City permit is needed. What trips people up here is how wide the public right-of-way really is.
Street and boulevard: The City explains that in most residential areas it controls a 60-foot-wide right-of-way, which runs roughly 10 to 15 feet past the curb and often sits inside what looks like a front yard. A unit placed there is still in public space. The City lists obstructing the right-of-way as work that needs a right-of-way permit, and registration comes before the permit. Events: A special events permit is required for any gathering in the Regional Shopping zoning district, covering festivals, carnivals, dances, and merchandise sales, and no event there may run more than three days. Planning staff take those questions at 763-767-6452.
Parks: Reservable shelters sit at Crooked Lake Park and Lions Coon Creek Park, and they rent from May 15 through Oct. 1 with a 50-person cap. Ask the Facilities and Events Coordinator at 763-767-6522 before you plan on setting units in a park.
Food vendors: A special event food stand needs a state license, and the $80 Department of Agriculture license is due at least 14 days ahead for prepackaged food, baked goods, and similar menus. State guidance also expects a handwashing sink with running water, soap, disposable towels, and a trash container.
