On private property, no. A unit on your own lot, ranch, or fenced job site is yours to place, as long as it is serviced and set well away from irrigation ditches and drainage.
City streets and sidewalks: Bozeman handles this through an encroachment permit. The City describes the commercial and residential encroachment permit as the one you need to use the public right-of-way when you are not cutting into concrete or asphalt, which is exactly what a unit parked on a street or boulevard is doing. Downtown sidewalks have their own program, and a permit is required before anything is placed on the sidewalk there.
City parks: a special event permit from Parks and Recreation covers a one-day use of park space, such as a race, a wedding, or anything that displaces the public or exceeds the pavilion capacity. Multi-day bookings use a user group agreement instead. Both go in one month ahead, and more permits may be added after review. Questions go to the parks office at 406-582-2290. Worth knowing: amplified sound is limited to the hours between noon and 9 p.m., capped at three consecutive hours in most parks and two at Bogert Park, where Sundays are quiet.
Events that spill onto the street: if your event leaves the park and uses public streets or sidewalks, you need the Public Works permit as well as the parks one. Plan for both.
Food vendors: an event with three or more food and beverage vendors registers with the Gallatin City-County Health Department at least 14 days ahead, at no charge. The coordinator is responsible for providing adequate sanitation, which the department spells out as flushing toilets or portable restrooms, handwashing facilities, janitorial service, and trash collection. You also file a site map showing where all of it goes, and each vendor has to show proper handwashing at the booth. The office is at 400 East Babcock Street, reachable at 406-582-3120.

Firm, level ground first. Gravel, pavement, or compacted fill all work. Spring runoff in the valley leaves soft ground well into June, and a loaded service truck will find it.
Wind off the Bridgers can move an empty unit, so stake or strap them on an exposed site and put a building or a trailer on the windward side where you can. In winter, keep the pad and the approach plowed. A unit nobody can reach is a unit nobody can service.
Keep units at least 15 feet from any food service and well clear of irrigation ditches, creeks, and storm inlets. On a job site, keep the walk short so your crew is not losing time crossing the lot.
Weekly service is the standard: pump the tank, wash the interior, restock paper and sanitizer. Busy crews, festival weekends, and a hot July stretch all justify a second visit, which your account manager can add.
Montana licenses the people who move the waste. The state runs a septic tank pumper program with licensing, approved disposal sites, vehicle inspections, and disposal records, and its own record form tracks portable toilet waste as its own category.
