A unit on ground you own or control, like a driveway, a yard, or a fenced job site, needs no City permit. Public ground and public events are where the process starts.
Events, parks, and block parties: York runs all of it through a single event permit at Parks and Recreation, City Hall, 101 South George Street, phone 717-854-1587. A permit is required once an event draws more than 25 people, and an event expecting 75 or more has to sit down with City staff as part of approval.
Deadlines: Ceremonies, picnics, block parties, school events, and sports programs are due 30 days ahead. Festivals and concerts need 60 days. Runs and parades need 90. Filing late brings a $50.00 late fee, and paying it does not guarantee your permit clears in time.
Street closures: The City will not close a designated truck access route, so plan your footprint on side streets where it is safe to do so. Several main routes through town are state highways, and those fall to PennDOT's District 8 office, which covers York County.
Food vendors: York keeps its own city health inspector. All food vending in the city needs that inspector's approval, including temporary setups on streets, in parks, and on sidewalks. Set units on firm, level ground and leave the truck a straight run in. City alleys are tight, so check for low wires, utility poles, and parked cars before delivery day. On a soft lot in spring, pick the gravel or paving if you have it.
Keep units 15 feet or more from food service and away from storm drains and the Codorus. On a job site, place them within about 200 feet of the work so nobody loses half a break walking. At an event, split them into small groups and put the accessible units where a wheelchair can reach them over flat, firm ground.
Weekly service is the baseline. The driver pumps the tank, cleans and sanitizes the interior, and restocks paper and sanitizer. Summer heat, alcohol, and a big festival crowd all fill tanks faster, so tell your account manager which days will be heaviest.
Pennsylvania counts what comes out of a portable toilet as residential septage. Anyone hauling it has to register with the state and display a five-digit transporter number on the truck, at least three inches tall, so you can see at a glance whether a truck is registered.
