City streets and sidewalks: The City Engineer's department looks after Eagle Pass street infrastructure and the right-of-way, and you can reach that office at 830-256-8267. Public Works keeps up the streets, traffic control and city property at 830-773-9408. Check with them before anything is set down in a travel lane, a parking space or a walkway.
State highways: US 57, US 277 and Loop 480 belong to the state system, and Maverick County sits in TxDOT's Laredo District. The county maintenance office is at 2440 Main Street in Eagle Pass, 830-773-2617. Closing part of a state highway for an event runs through an agreement with TxDOT, and the district engineer has to approve it.
Parks and plazas: Park space is rented from the city. The park fee schedule lists carnivals and special events at Shelby Park and other parkland at $1,000 a day for a for-profit organizer and $500 a day for a non-profit, with Hal F. Bowles Park and San Juan Plaza at $100 a day. Parks and Recreation is at 480 South Adams Street, 830-773-4343.
Food vendors: Eagle Pass runs its own Environmental Health Unit Division, which permits food establishments in town and publishes temporary and special event applications for both the event organizer and each operator. Vendors need warm water and soap for handwashing, so plan a station per booth.

A good spot saves you money on every visit. Choose firm, level ground with a straight shot for a service truck, and watch for soft caliche, loose sand and low mesquite limbs on rural approaches.
Keep units at least 15 feet away from food service, and well clear of wells, irrigation canals and storm drains. On a job site, place them within about 200 feet of the work so crews aren't losing half an hour walking. At an event, split the units into two or three groups instead of one long row, and put the accessible units on level, packed ground.
Standard service is one visit a week. The driver pumps the tank, washes the interior, and restocks paper and sanitizer. Through a Texas summer, or on a crew of 40 running six days, twice a week is the better call.
The waste itself is regulated. Anyone hauling chemical toilet waste in Texas has to hold a TCEQ sludge transporter registration, which names the disposal sites that hauler may use, and the trucks carry their registration on board. Locally, the Eagle Pass Water Works System runs the city's water and wastewater system. The city landfill out on State Highway 131 takes brush and construction debris only, never sewage.
