A unit on your own property, in a yard, on a driveway, on a farm, or inside a fenced job site, doesn't normally need city paperwork. Everything changes once it goes on public ground.
City permits: Monroe's licenses and permits run through the City Clerk's Office on the first floor of City Hall at 120 E First Street, open weekdays from 8:30 in the morning to 4:30 in the afternoon. Call 734-384-9136 before you place a unit on a city street or sidewalk.
City events and parks: Any event open to the general public uses the city's Special Event Application. Park shelter and facility rentals open online on the first of February each year and go quickly for summer dates. Parks and Recreation answers questions at 734-384-9156, and it's worth remembering the park restrooms are shut from November through early spring.
County parks: Heck Park, Nike Park, Vienna Park, Waterloo Park, West County Park, and the Loranger Square pavilion are county ground. A group that wants exclusive use applies for a special use permit through the Monroe County Finance Department or the Parks and Recreation Commission, and permits go in the order they arrive. County parks also close between sunset and 7:30 in the morning without one.
State highways: Telegraph Road, Dixie Highway, and the other numbered routes belong to the state. Non-standard use of that right-of-way needs an MDOT permit, which goes in through the state's permit gateway.
Food vendors: In Michigan the county, not the state, licenses temporary food stands. Call the Monroe County Health Department environmental health office at 734-240-7900 to find out whether your event needs one. Food workers need toilets available the whole time they're working, portable units are accepted, and every handwashing point needs soap and paper towels.
