If the dumpster sits on private property, like your driveway or a job site lot, you usually won't need City approval in Rapid City. A container on a public street, alley, or sidewalk is a different matter.
The City of Rapid City code makes it unlawful to place containers or other movable items on a public street, alley, sidewalk, or public ground if they block or interfere with its use. The City's right-of-way work runs through Engineering Services in the Public Works Department. Talk to them before any container goes in the street.
Rapid City also licenses haulers. Anyone who uses City streets to collect or remove trash as a paid service must hold a City commercial refuse collector license for each vehicle. Your account manager will confirm how that rule applies before you book.

Most construction and cleanout debris is fine. The limits come from South Dakota's landfill ban and from the City's own rules.
State law bars South Dakota landfills from accepting yard waste, car batteries, waste motor oil, and large appliances such as washers, dryers, and refrigerators. Tires can only be landfilled once they've been processed.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster either.
The City also warns about fire risks. Lithium batteries, hot ashes, aerosol cans that aren't empty, and old fireworks should never go in a container. Flammable chemicals go to a City household hazardous waste event instead. City code also keeps tires and yard waste out of any container collected by a licensed hauler.
