A unit sitting on private ground, such as your driveway, a fenced job site, or a back lot, normally needs no City permit in Belleville. Public ground is a different story.
Streets and right-of-way: digging in the City right-of-way calls for an excavation permit from the Belleville Engineering Department, which also wants a bond, liability insurance, and site plans. Engineering sits at 2300 West Main Street and takes calls at 618-233-6810.

Pick firm, level ground. Units settle and tilt on soft soil, and a wet spring in the American Bottom can bog down a service truck. Leave the driver a straight approach with no low limbs, tight gates, or cars parked in the way.
