A unit on ground you own or control, such as a yard, a farm, or a fenced job site, does not need a City permit in Hickory. Approvals start once the unit or the crowd reaches public ground.
Events on public property: Hickory's Special Events and Activities Application goes to the Planning and Development Permit Center at least 30 days before the date, with a site plan drawn on a map. The form asks straight out whether you are bringing in portable toilet services, and the City states that it does not supply restrooms, seating, or tents. Check your date with the Permit Center first, because bookings run first come, first served.
Where to file: The Permit Center sits on the second floor at 76 North Center Street, and the number is 828-323-7410. Road closures for an event have their own application through the same office.
City streets and sidewalks: Work inside a City street or sidewalk area runs through the Engineering Division at City Hall, so call before you place anything at the curb.
State routes: Several main roads through town are state maintained. Anything set inside one of those rights-of-way needs an encroachment agreement with NCDOT, and an event that uses a state highway goes to the Division Engineer at least 60 days ahead.
Food vendors: Each booth needs a temporary food establishment permit from the county health department, filed at least 15 days before the event, at a state fee of $75 per permit. Every booth also sets up handwashing with warm water, a container holding two gallons or more, a faucet that runs hands-free, soap, towels, and a catch bucket.

A good spot saves time on every visit and keeps people using the units.
Set them on firm, level footing. Catawba County clay gets slick after a rainy stretch, and a truck that bogs down costs you a service call. Keep a straight lane open for the driver, free of parked cars, low limbs, and locked gates.
Hold at least 15 feet between any unit and a food area, and stay well back from creeks, wells, and storm inlets. On a build, keep units within about 200 feet of the work so breaks stay short.
Standard rentals get one visit a week. The driver pumps the tank, washes the inside, and refills paper and sanitizer. Under state rules, the company that places portable toilets has to hold a septage firm permit before it can operate, and its trucks carry that permit number on the door.
From there the load goes to a plant set up to take it. Hickory runs its own treatment works, including the Henry Fork plant on River Road, a nine million gallon a day nutrient removal facility, and the Northeast plant on Cloninger Mill Road.
