A unit on ground you own or control, like a driveway, a yard, or a fenced job site, needs no City permit. Public ground and public events are where the paperwork starts.
Events and parks: The Special Event Facility Use Permit Application goes to the City Clerk's Office at City Hall, 1 Kennedy Plaza, phone 315-792-0113. It has to be in no less than 20 days before your event, complete and with the fee, or it will not be accepted. Parade permits also run through the Clerk and are approved by the Chief of Police.
Insurance: Expect to supply a general liability policy naming the City as an additional insured before a permit is issued, unless the City is co-sponsoring your event.
Big crowds: An event likely to draw 5,000 or more people needs the state public function permit, applied for at least five days before you start advertising and at least 30 days before the first day.
State highways: Several routes through the valley are state roads, and any work in the state right-of-way needs a state highway work permit. The state also issues special use permits for races and parades.
Food vendors: Temporary food permits come from the Oneida County Health Department at 800 Park Avenue, which asks for the application, proof of insurance, and the fee.
