A public event expected to draw 5,000 or more people at once needs a state health permit, and the application goes in at least 30 days before the first day. The Standard Porta Potty is the everyday unit for crews and small gatherings. Toilet, urinal, paper holder, hand sanitizer, locking door.
The ADA-Compliant Porta Potty gives a wheelchair user a level entry, a wide door, grab bars, and room to turn. Bring one to anything the public attends.
The Deluxe Flushing Porta Potty steps things up with a flush and better odor control, which suits a wedding or a formal reception.
The Deluxe Porta Potty with Sink adds a sink, soap, and mirror inside the stall, handy for families and near food.
The Solar Porta Potty runs its own light and fan on solar power. It is the pick for a riverside spot or a site with no electric service.
The Handwashing Station is a standalone sink with fresh water, soap, and towels. Put one by each food vendor.
The Restroom Trailer offers private stalls, running water, and heating or cooling, which matters in a Capital Region spring or a cold autumn night.

A unit on your own property, whether that is a driveway, a fenced job site, or a back yard, does not need a City permit. Almost everything else in Albany does, and the thresholds are low.
Special events: The City requires a special event permit once your gathering has any one of these: 25 or more participants, amplified sound, multiple street closures, alcohol, a stage, tent or inflatable, a reserved location, or a planned demonstration. That catches many block parties and small park gatherings.
Timing and fees: Applications are first come, first served and are expected at least 30 days ahead. Filing inside 30 days adds a $40.00 late application fee, so start early. The Office of the City Clerk handles it, and you can reach them at 518-434-5090.
Streets and sidewalks: Work inside the City right-of-way runs through the Department of General Services at One Conners Boulevard. The department asks applicants to allow time for review, requires a certificate of insurance naming the City, and is clear that work must not start before the permit is issued. Call 518-427-7480 on weekdays between 8:00 AM and 3:00 PM.
State highways: For anything in a state road right-of-way, you need a NYSDOT highway work permit, which is separate from the City approvals.
Food vendors: The City points applicants to City, County, and State permits for food vending. Temporary food service permits come from the local health department, and the toilets serving a temporary food stand have to offer warm running water, soap, and paper towels for the workers.

Put units on firm, level ground. Albany's hills mean a lot of sites slope more than they look, and frost heave leaves soft patches into spring. Clear the truck a straight path, watching for low branches, tight alleys, and parked cars.
Keep at least 15 feet between a unit and any food service, and stay well away from storm drains and the river bank. On a job site, place them within about 200 feet of the crew so breaks do not eat into the day.
One cleaning visit a week comes standard. We pump the tank, wash and sanitize the interior, and restock paper and sanitizer. Festival weekends and big crews are the usual reasons to add visits.
New York regulates where that waste can go. Haulers need a state waste transporter permit that specifically covers portable toilet waste, they may deliver only to facilities authorized to take it, and the permit number has to be displayed on the truck. In this area the receiving plants belong to the Albany County Water Purification District, which runs the North Treatment Plant in Menands and the South Treatment Plant at the Port of Albany.
