A unit on your own ground, in a yard, on a driveway, or inside a fenced job site, doesn't normally need paperwork. Public ground is where the deadlines start, and Wilmington's are strict.
Street closures for work: Public Works issues a street closing permit for a temporary closure needed for construction, a block party, or large equipment access. You need a traffic plan and advance notice, and the application is due at least 14 days before the date. That's the one most contractors here end up filing.
Events: The Mayor's Office of Cultural Affairs handles the special event permit, and it must be in 45 days or more before your event. Anything later is turned away. Block parties use their own application with the same 45-day rule, and there's a separate park permit application for events on city park land. Fees and city service costs are due at least two weeks out.
Who to call: The office is on the ninth floor of the Louis L. Redding City/County Building at 800 N. French Street, open weekdays from 8:30 in the morning to 4:30 in the afternoon. The line is 302-576-2138.
State roads: Delaware is unusual in that the state maintains most roads, far more than the national norm. An event that affects the transportation system needs a DelDOT special event permit filed with the Special Events Coordinator at least 90 days ahead, and the organizer can end up carrying the traffic control cost.
Food vendors: A temporary food establishment application goes to the state's food protection office at least 10 days before the event.

Level, firm ground first. A unit on a slope feels unsafe, and the soft ground along the Christina and Brandywine holds water well after a storm.
Give the truck a clear run in. We need width to pull alongside and clearance for the tank arm, which is worth thinking about on Wilmington's narrower streets and in alleys behind row houses. On a job site, keep units within roughly 200 feet of the work.
Hold them at least 15 feet away from food service, and well clear of storm inlets and the creeks. At a larger event, split the units into two or three groups rather than one long line, and put the accessible units on flat, solid footing.
