A dumpster set on private property, such as your driveway or yard, usually doesn't need City approval in Grand Island. Once it's placed on a street, alley, or sidewalk, it's in the public right-of-way, and the rules change.
City rules make it unlawful to block a street, sidewalk, right-of-way, or alley. According to the City's Public Works page, any obstruction in the right-of-way needs City approval through a License Agreement. Public Works handles these requests and takes permit applications through the City's online permit portal.
The City doesn't post a fee or a review time for this approval, so ask about both before you set a delivery date. Public Works is at City Hall, 100 East First Street.

Most household and construction debris is fine. Nebraska's landfill bans and the City's own disposal rules set the limits.
The Nebraska Department of Water, Energy, and Environment lists several items that are banned from every landfill in the state. These include waste tires in any form, waste oil, car batteries, and household appliances like washers, dryers, water heaters, refrigerators, and stoves.
Yard waste has a seasonal rule. From April 1 through November 30, leaves and grass clippings can't go to a Nebraska landfill, so keep them out of your container during those months.
The City's disposal sites also refuse liquid waste and sludge. Hazardous waste, paint, solvents, and fuel can't go in a standard dumpster, and asbestos needs special handling.

The City of Grand Island runs two disposal sites, and both are listed on its website.
The Grand Island Landfill is at 19550 West Husker Highway, Shelton, NE 68876, about 18 miles west of town near the Hall and Buffalo county line. The City's landfill page lists weekday hours of 7:30 a.m. to 4 p.m. and seasonal Saturday hours. It takes only loads that are unloaded hydraulically, like a roll-off truck, and every load must be secured.
The Grand Island Transfer Station is at 5050 Old Potash Highway, Grand Island, NE 68801. It's open Monday through Friday, 7 a.m. to 4 p.m., and Saturday, 7 a.m. to noon. Loads must be covered with a tarp or net, and items longer than 8 feet aren't allowed there.
