When the container stays on private property, such as your driveway, yard, or job site, you normally don't need a City permit. A permit comes into play once any part of it sits on a City street, boulevard, or sidewalk.
The City of La Crosse Engineering Department issues this right-of-way permit. The City's dumpster permit fact sheet sets the fee at $75 for 14 days and a $500 fee when a container goes out without one. The permit holder also needs liability insurance naming the City and a $3,000 bond to cover damage to City property.
The fact sheet lists a few placement rules. The container must sit in a legal parking zone, stay out of moving traffic lanes, and carry reflectors or flashers on the front and back. The owner's name, address, and phone number must be shown on the side.
Approval takes about five days on average, so apply before you set a delivery date. You can email the form or drop it off at City Hall, 400 La Crosse Street. Most remodeling and cleanout debris is fine. The limits come from Wisconsin law and from the county landfill that takes your load.
Wisconsin bans a long list of items from every landfill in the state. The Wisconsin Department of Natural Resources lists materials banned from disposal, including electronics, lead-acid batteries, major appliances, used oil filters, waste oil, and waste tires. Yard waste and brush under six inches across are on the list too.
The ban also covers everyday recyclables. Cardboard, glass bottles, aluminum and steel cans, newspapers, magazines, office paper, and number 1 and 2 plastic containers should be recycled, not tossed in your dumpster.
As with any roll-off, hazardous waste, liquids, paint, solvents, fuel, and asbestos stay out. For TVs, computers, and printers, the City points residents to electronics recycling. For chemicals and leftover paint, call the county's household hazardous materials program at 608-785-9999.
