A dumpster that sits on your driveway or another private lot generally doesn't need a City permit. If any part of it sits in the street or public right-of-way, plan on checking with the City first.
The City of Minot's right-of-way permit guide says any work in the City right-of-way requires a permit, and that reviews can take up to a week. Permits are reviewed by the City's traffic engineer and Engineering Department staff. Anything that blocks vehicle or pedestrian traffic also needs a traffic control plan.
The guide lists fees for excavation, concrete, and plumbing work, but it doesn't list a charge for a container. Call the Engineering Department at 701-857-4100 to ask whether your placement needs a permit and what it costs. The office is at 1025 31st St SE.

Most household and construction debris is fine to load. North Dakota law and the City landfill's own rules set the limits.
North Dakota bans four items from municipal waste and landfills: lead-acid batteries, used motor oil, wind turbine blades, and major appliances. Stores that sell car batteries have to take old ones back as trade-ins, so that's the easy route for a dead battery.
Appliances and tires are handled separately at the Minot landfill and charged by the piece. Keep them out of your dumpster, or tell us about them when you book.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster either. The landfill does take household quantities of hazardous waste and up to 15 gallons of used motor oil at no charge, so residents have a separate option for those.
The landfill also inspects loads at random. Staff can unload a truck and go through it, and anything unacceptable gets loaded back up and sent away.

From April 13 through October 10, 2026, hours are 7 a.m. to 5:30 p.m. From October 12, 2026, through April 10, 2027, hours are 8 a.m. to 4 p.m. It closes on New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and on December 25 and 26.
Every load must be covered or enclosed, and the scale attendant directs each truck to the right area for household waste, inert debris, or other material. The City's 2026 collection and landfill schedule has the full list of rules.
