The City code doesn't list a dumpster permit by name. It does say nothing temporary, such as barricades, may be placed in the gutter or on the sidewalk without a permit from the City Manager. It also defines a street as everything from property line to property line, including sidewalks, curbs, and grass strips. A container at the curb could fall under that rule, so check first.

Tennessee doesn't allow whole tires in landfills, so tires need to be recycled or cut up first. The Tennessee Department of Environment and Conservation says it's illegal to throw wet latex paint into landfills. The same agency treats oil-based paint as hazardous because it's flammable, and it says lithium batteries don't belong in the trash or recycling.
Oak Ridge's code adds its own list of excluded waste. That covers anything radioactive, corrosive, highly flammable, explosive, infectious, or toxic.
Hazardous waste, liquids, solvents, fuel, and asbestos can't go in a standard dumpster either. Used motor oil, antifreeze, and car batteries have a separate drop-off at the City's convenience center.
