When your dumpster sits on private property, like a driveway or a job site, you usually won't need a City permit. Things change if it sits on a street, a sidewalk, or in an alley.
Lincoln's right-of-way permit procedure treats any object that blocks free passage in the right-of-way as an obstruction. Right of Way Services, part of Lincoln Transportation and Utilities, manages that space. Permits are handled online once you have a City permit account. If the container covers a metered spot, the City charges $10 per day for each parking meter it bags.

Most household and building debris can go in your container. The limits come from Nebraska's statewide landfill bans and from the City's own facility rules.
Nebraska bans several items from every landfill in the state. These include waste oil, car batteries and other lead-acid batteries, waste tires, and hazardous waste beyond small household amounts. Household appliances are banned too, from washers and dryers to water heaters, refrigerators, air conditioners, and stoves. Leaves and grass clippings can't go in from April 1 through November 30. As with any dumpster, keep out liquids, paint, solvents, fuel, and asbestos. The City accepts appliances and tires separately for a per-item fee, so tell us about them before you book.

The City of Lincoln runs both of the main disposal sites in town.
Construction and demolition loads usually go to the North 48th Street Solid Waste Management Facility at 5101 North 48th Street, Lincoln, NE 68504. It holds the City's C&D landfill and its transfer station. The phone number is 402-441-8104.
Loads with household trash mixed in go to the Bluff Road Solid Waste Management Facility at 6001 Bluff Road, the City's municipal landfill and yard waste compost site. You can reach it at 402-441-8102. Both sites require every load to be covered and secured, and an uncovered load at the municipal landfill pays an extra fee.
Lincoln also requires companies that haul trash in the city and nearby areas to hold a City waste hauler license. Your account manager will confirm how that applies to your project, where your load is going, and any fees before delivery.
