You don't need a permit when the dumpster sits on private property, such as your driveway, yard, or job site. The City of Pueblo's rule is that the container should be placed on the property being remodeled or cleaned out.
If that isn't possible and the dumpster has to sit on a City street, you'll need approval first. The City's Transportation Division FAQ says to contact the Department of Transportation to get the Traffic Engineer's permission for the placement.
A dumpster on the street also needs retroreflective tape or barricades on the edge that faces oncoming traffic. The City asks that it stay only as long as the job needs, and ideally less than two weeks.
