A unit on private ground, your own yard, a farm, or a fenced job site, needs no City approval. The rules start when the unit touches public property or the event touches traffic.
Events: Fort Collins defines a community event broadly. Anything that interferes with pedestrian or vehicular traffic, or that takes place on City owned or leased property including streets, parks, trails, and open space, needs a Special Event Permit. A block party that closes an arterial or connector street needs one too.
Deadlines: The City wants the completed application 45 business days before an event without alcohol, and 60 business days if alcohol is sold or served, or if you are using Civic Center Park, Washington Park, Legacy Park, or Oak Street Plaza. Block parties need 20 business days. Every required attachment is due no later than 15 business days out, and nothing may be advertised until the location is approved.
Streets and sidewalks: Cutting into the City right-of-way, whether sidewalk work, boring, or a street cut, needs an excavation permit. For placement in a street or a lane, start with the Special Event Permit process, since the City treats traffic interference as the trigger.
Food vendors: Every booth at a temporary event needs a license from Larimer County, filed 14 days ahead, and late filing can mean not operating. Each booth needs a handwashing station inside it with at least 5 gallons of warm water, a hands-free spigot, soap, paper towels, and a covered bucket for the used water. Hand sanitizer does not satisfy that rule, and the used water cannot go on the ground or into a storm drain.
State highways: College Avenue and Mulberry Street are state highways, not City streets. Work or an event inside that right-of-way needs a state utility or special use permit. Your account manager can help you sort out which agency covers your spot.
Set units on firm, level ground. Newly graded lots, irrigated turf, and soft trail shoulders all give way under a full tank, and a leaning unit is one people avoid.
Leave the truck a straight, clear run. Watch for low branches on older Old Town streets, tight alley clearances, parked bikes and cars, and in winter the snow piled where your path used to be.
Keep units at least 15 feet from food service and well back from ditches, the river, and storm drains. On a job site, place them within 200 feet of the work so the crew is not walking the length of the property.
Weekly service is our baseline: pump the tank, wash the inside, restock paper and sanitizer. Hot spells, large crews, and events with alcohol all point toward a second visit that week.
Fort Collins is unusually clear about where the load goes. The City's Drake Water Reclamation Facility takes liquid hauled waste at a Sanitary Waste Transfer Station on site, and the permitted wastes expressly include septage from portable toilets.
