Job sites follow a different rule. The federal worker-safety standard wants one toilet for a crew of 20 or fewer, then one toilet plus one urinal for each 40 workers beyond that. Colorado has no safety plan of its own, so federal inspectors apply that directly here. Storm and recovery crews work out to roughly one unit per ten responders, and public events should include around one accessible unit in every twenty.

The ADA-Compliant Porta Potty has a level entry, a wide door, grab bars, and enough floor space for a wheelchair to turn. Plan on at least one at any public event.

Nothing is required from the City when the unit stands on ground you own or control, such as a driveway, a back yard, or a fenced rebuild site. Public ground and public events are another matter.
Events: The City wants a special event permit whenever an event runs four hours or longer, closes a street, park or trail, has a large impact on the City, asks for a noise exemption, or involves alcohol. Applications are due at least 90 days ahead, and the City warns that some approvals simply cannot be arranged on shorter notice. The Events and Volunteer Coordinator in Parks and Recreation takes those calls at 303-235-7046.
Event size matters: Tier one covers all-day or multi-day events, street closures, crowds over 3,000, or exclusive use of a park. Tier two covers closures, crowds of 1,000 to 3,000, and park or trail use. Tier three is the small, short, no-closure event.
Street closures: A street closure request goes to Public Works for approval, and Public Works may call a traffic control meeting. Park roads are off limits for closure.
State highways: Several roads through the area are state highways, and work or events in that right-of-way need a state special use permit. Local and residential streets stay with the City.
Food vendors: Vendors have to carry a state retail food license, a state sales tax account number, and a Jefferson County Public Health certificate for temporary retail food service. That county application is due 30 days before the event, and environmental health takes questions at 303-232-6301.

Look for firm, level ground and a straight path in. Spring runoff and lawn irrigation both soften turf quickly along the creek, and a full tank will settle or lean on soft ground. Scan for low branches, narrow gates, and parked trailers before the truck arrives.
Hold units at least 15 feet away from food service and clear of storm drains, irrigation ditches, and Clear Creek. On a job site, keep them within roughly 200 feet of the crew. At an event, break them into small groups and give the accessible units a flat, hard approach.
Plan on a service visit each week to start. The driver empties the tank, washes and sanitizes the interior, and restocks paper and sanitizer. Summer heat, alcohol, and a big crowd all shorten that interval, so let your account manager know which days run hardest.
The metro area has one place this waste can legally go. Federal pretreatment rules keep hauled waste out of a public treatment works except at designated discharge points, and Metro Water Recovery takes septic tank, grease trap, and privy waste at its Robert W. Hite facility under a permit, with a discharge log and a permitted vehicle badge for each truck. That authority treats wastewater for most of metropolitan Denver, including Jefferson County.
