The Standard Porta Potty is what most orders look like. Toilet, urinal, paper holder, hand sanitizer, nothing fancy, and plenty for a framing crew or a backyard graduation party.
The ADA-Compliant Porta Potty gives you a flat entry with no step, a wide door, grab bars, and turning room for a wheelchair. Any event the public can walk into should have one.

On private ground, almost never. Your own yard, driveway, or fenced job site does not call for a City permit. The answer flips the moment a unit touches public ground.
Streets, alleys, and sidewalks: Longview's Public Works Engineering division handles the permits that fall outside private property lines, and one purpose it states plainly is controlling obstructions in the public right-of-way. Apply for a right-of-way permit by mail, at the counter with no appointment, or through the online portal. The City says these are generally issued within eight calendar days. Questions go to Engineering at 360-442-5200.
Special events: The City's special event permit application must be in at least 60 days before the event, or 30 days if you ran the same event last year. The form asks whether you are closing or blocking a street, and it asks for a map with the location marked. It also lets you ask the Parks Division for extra sanitation, garbage, and restrooms, which is a good place to note your own units.
Parks: If your event uses a park area or a park building, call Parks and Recreation at 360-442-5403 about the extra forms.
Tents: Event tents over 200 square feet, or canopies over 400 square feet, need a tent permit through Community Development.
State highways: Out past the city limits, a spot on state right-of-way needs a WSDOT general permit, and events on a state highway want 90 days of notice.
Food vendors: Cowlitz County asks for a temporary food application at least 14 days out, and it requires approved toilets and warm running water for handwashing while the booth is open.

Pick firm, level ground and think about winter. Longview soil holds water, and a spot that works in July can swallow a truck tire in January. Gravel or a plywood pad under the unit saves a lot of trouble.
