The Standard Porta Potty is the everyday unit for framing crews, roofers, and backyard projects, with a toilet, urinal, paper holder, and sanitizer.
The ADA-Compliant Porta Potty enters at ground level, with a wide door, grab bars, and turning room. On Oak Harbor event paperwork these have to be marked on your site map.
The Deluxe Flushing Porta Potty adds a flush and stronger odor control, a sensible upgrade for a waterfront wedding or a company gathering.
The Deluxe Porta Potty with Sink carries a sink, soap, and mirror inside the stall, which guests appreciate when food is being served.
The Solar Porta Potty lights and vents itself from the sun, useful on a remote parcel, a shoreline job, or an evening event with no power nearby. It also helps during the short daylight of a Puget Sound winter.
The Handwashing Station is a standalone sink with fresh water, soap, and towels. Place one at each food vendor and near the crew break area.

For most private property, no. A unit on your own lot, farm, or fenced job site does not need City approval, as long as it is serviced and placed sensibly away from drainage.
Anything on public ground: the City is direct about it. A special event permit is required for any event on public property, including the right-of-way, and for events on private property that will hit traffic or call on city police, fire, or aid crews. The list of triggers includes amplified sound or a stage, amusement rides or animals, food trucks and concessions, selling goods, tents larger than 400 square feet, and more than 50 people in a city park or facility.
Big private gatherings: Oak Harbor counts an event on private property as affecting public streets when it is open to the public, or when 100 or more people are invited. That catches a large wedding or reunion, so check before you assume you are clear. Funerals, wedding processions, garage sales, and small private events are exempt.
Accessible units and the site map: the City's event guide sets the accessible share at one unit per cluster of up to 20, or 25 percent of the total, with at least one per cluster, and a single-unit event has to be accessible. You also have to file a map showing where each unit sits and which ones are accessible. Plan the layout before you apply, and allow about 60 days for the process.
Food vendors: on Whidbey, Island County Public Health permits temporary food stands, which the state's food code defines as a fixed booth with a fixed menu running up to 21 days straight at a single event. Booths often have to prepare food in advance at an approved kitchen, and the county notes that temporary events may also need land use permits. Handwashing sinks have to deliver water at 100 degrees or warmer.

Firm, level ground is the first requirement. Gravel, pavement, or compacted soil all work. Whidbey's wet season softens lawns and farm tracks for weeks, and a loaded service truck will find the soft ground quickly.
Wind is worth planning around. Exposed sites near the water catch a lot of it, so stake or strap units and, if you can, set them with a building or tree line as a break.
Keep units at least 15 feet from food service and well back from storm drains, wetlands, and the shoreline. On a job site, Washington makes the distance a rule rather than a suggestion: units have to sit within 200 feet of every worker, and on a multistory building they belong on every third floor.
Weekly service is the standard, covering a tank pump-out, an interior wash, and restocked paper and sanitizer. State rules also expect units to stay supplied for the full shift and any faulty unit to come out of service at once, so tell your account manager if something is wrong and we will swap it.
For the waste itself, Island County Public Health licenses the septic tank pumpers working on the island. Oak Harbor treats its own sewage at the Clean Water Facility the City built at Windjammer Park, which is about as close to the middle of town as a treatment plant gets.
