A unit sitting on private ground, like your driveway, your acreage, or a fenced job site, doesn't need a City permit. Public ground is where the rules begin.
Streets, sidewalks, and planting strips: The public right-of-way here covers improved and unimproved streets, alleys, sidewalks, and planting strips. Placing something in any of those calls for a right-of-way use permit from Community and Economic Development at 321 East 5th Street. Initial review can take up to three weeks, and a temporary street closure needs the City Engineer to approve a written traffic control plan first. Call 360-417-4817 or write permits@cityofpa.us.
Events on public property: Port Angeles treats any temporary activity on public property that affects streets, sidewalks, or traffic as a special event. The special event application should go in at least 120 days ahead, review can run 28 calendar days, and you'll hear back within 10 business days of filing. The form asks for your garbage, recycling, and sanitation plan, and the required site map has to show your restrooms and sanitation along with vendors, road closures, and fire lanes. Insurance certificates naming the City are due at least 65 calendar days before the event.
Food vendors: A booth serving food at an event needs a temporary food service permit from Clallam County. Filing fewer than 10 business days out costs extra, and any gathering advertised or open to the public needs the permit even if a private version of the same party would not.

Set units on firm, level ground and leave the truck a clear approach. Washington's rule actually spells that out: service trucks need a clear approach and convenient access to every unit. A wet spring makes that harder here, so gravel or a plank pad is worth the effort.
Keep units at least 15 feet from food service and away from creeks, ditches, and storm drains. On a job site, keep them within 200 feet of the crew, as the state rule requires, and at an event split them into small groups so lines stay short.
A standard rental includes a weekly service visit. Each visit disinfects the seat and urinal, pumps out the tank, recharges the odor-control chemical, and restocks tissue and seat covers. The state rule also says a tank shouldn't be more than half full between scheduled visits, which is a good reason to add a second visit on a busy site.
Waste is pumped by vacuum hose into a leak-proof tank truck with leak-proof valves, and it's disposed of the way your local health department directs.
