Nothing is needed for a unit on your own property, whether that's a yard, a driveway, or a fenced job site. Public ground and public events are where Westminster's rules begin.
Streets and sidewalks. The City requires a right-of-way permit for all work performed on public rights-of-way, and it only issues that permit to a licensed contractor. The Engineering Division reviews every application, traffic-control plans have to be uploaded through the online permit manager, and emails or paper copies are not processed. A current Class D public way contractor's license and a Colorado 811 locate number are both required.
Events on City property. A Special Event and Temporary Use Permit applies when an event is open to the public, expects 25 or more people, and uses a City park, trail, open space, sidewalk, street, or right-of-way. Trail races, community festivals, corporate events, and food truck sales at City parks all fall under it. The City asks for the completed application at least 45 days ahead, charges a $100 application fee through its permit portal, and typically finishes review in 3 to 5 business days.
Events on private property. The same permit reaches private property when a public event of 25 or more spills out of the building into a parking lot, a neighboring property, or the street. Tent sales, outdoor car shows, farmers markets, and holiday tree lots are the examples the City gives.
Block parties. Westminster encourages them and charges no application fee, though you still file a form so the City can review safety. The Cultural Affairs Coordinator handles those at 303-658-2711.
State highways. On a state road, Colorado's transportation department issues utility and special use permits through its regional coordinators, and first-time applicants are told to call the region first.

Choose compacted, level ground with a direct approach for a service truck. Watch for irrigation ditch crossings, soft shoulders on open space, and the low branches that line a lot of Westminster's older streets. A gallon takes roughly 12 to 18 hours to be cleaned and released back into Big Dry Creek, with reclaimed water going out to irrigate parks and golf courses and biosolids going to farmland. Colorado leaves the licensing of pumping companies to local boards of health, so the truck that services your unit answers to the county as well as to us.
