A dumpster on private property, such as your driveway or a construction lot, doesn't need a City permit. If it will sit in a street or on a sidewalk, you'll likely need one.
Cedar Rapids Public Works issues two kinds of right-of-way permits. A work permit covers construction, digging, or boring. An obstruction permit covers any activity that blocks or slows foot or vehicle traffic in the right-of-way, which is where a container at the curb would fall. The City's page doesn't mention dumpsters by name, so it's worth asking.
You apply online through a free account on the City's permit portal. The City charges a nonrefundable application fee per address, and it says permits are usually reviewed and issued within three business days if no changes are needed.

Most household and construction debris is fine. The Solid Waste Agency's landfill has a longer banned list than many, and Iowa law adds its own rules.
The Agency's restrictions page bans hazardous liquids and paints, ammunition, pressurized cylinders, tires, appliances, TVs and computer monitors, fluorescent bulbs, solar panels, and car batteries. Corrugated cardboard, yard waste, free-flowing liquids, and improperly packaged asbestos are also refused. Many of these items can be recycled at the Agency for a fee.
Iowa law bans yard waste from landfills and allows tires only after they've been processed. That's why grass, leaves, and branches go to the Agency's compost site instead of a dumpster.
If the landfill finds a banned item in your load, the whole load is subject to a surcharge. Pull out boxes, tires, appliances, and screens before loading.
