Council Bluffs is one of the easier towns to quote, because the City publishes what disposal actually costs.

The 10-Yard Dumpster is our smallest container. It suits a bathroom gut, a small deck removal, or a load of brick and broken concrete, where the weight allowance runs out long before the walls fill.
The 15-Yard Dumpster is the middle option for a garage cleanout, a flooring pull, or a small roof tear-off on a one-story house.
The 20-Yard Dumpster is the one most Council Bluffs homeowners book. A kitchen remodel, a basement cleanout, or a multi-room refresh all fit without crowding.

The moment it reaches into a street, sidewalk, or alley, the City's Right-of-Way Division is involved. That division manages the public right-of-way and specifically oversees the placement of dumpsters and containers, along with equipment parked in the right-of-way.
The application is the Misc Right-of-Way permit. You start it through the City's customer portal and the Permits and Inspections Office processes it. One more Council Bluffs specific: every commercial vehicle collecting solid waste inside the city limits has to be inspected and licensed by the City, with a decal issued for each truck. Most remodel and cleanout debris is fine. The City's own drop-off facility publishes a clear list, and it is the list your container has to respect.
The Council Bluffs Recycling Center takes construction debris including concrete block and brick, drywall, broken window glass, bagged insulation, metal, PVC pipe, shingles and metal roofing, ceramic tile, laminate, carpet, and lumber treated or untreated.
What it turns away is just as clear: asbestos material of any kind, ammunition, ashes, dirt and soil, fire-damaged material, fireworks, hazardous material, dead animals, and human or animal waste. Add the usual container exclusions, liquids, paint, solvents, fuel, and pressurized tanks, and you have the whole picture.
Household hazardous material, electronics, appliances, tires, and sharps all have their own lanes at the Recycling Center instead. The household hazardous materials window runs Tuesday through Friday, 10:30 a.m. to 5:30 p.m., and the second Saturday of each month.
Covering the load matters here too. The Recycling Center's secure load policy adds a $15 fee for anything arriving or leaving unsecured. Our drivers tarp as a matter of course, but it is worth knowing why we do.
