If your dumpster sits on private property, such as your driveway or a building lot, you usually don't need a City permit. The picture changes when the container would sit on a street or sidewalk.
City code makes it unlawful to place an obstruction, including lumber, brick, debris, or other materials, on public streets and sidewalks. The code allows short-term exceptions tied to immediate transfer or street work, but there's no separate permit just for dumpsters.
If a container would close a street or a lane, the City requires a Street or Lane Closure Permit. You need to apply at least 48 hours before the closure starts. City Hall is at 4200 Mills Civic Parkway, and the main number is 515-222-3600.

Most renovation debris and household junk can go in. Limits come from Iowa law and from Metro Waste Authority's landfill rules.
Iowa bans several materials from landfills. State law keeps yard waste, car batteries, and used oil out. The Iowa DNR also says whole tires can't be landfilled unless they're cut into small pieces, so leave tires out of your dumpster.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster. The authority handles asbestos and liquids through a separate special waste program.
Old tube TVs and monitors, appliances, and mattresses have their own handling and fees. Mention them when you book.

Metro Waste Authority runs the landfills and transfer stations that take most debris from West Des Moines and the rest of the Des Moines metro.
The main landfill is Metro Park East Landfill at 12181 NE University Ave., Mitchellville, IA 50169. It's open weekdays from 6:30 a.m. to 4:30 p.m. On Saturdays it's open 7 a.m. to 2 p.m. from April through October and 8 a.m. to 1 p.m. from November through March. It's closed on major holidays.
Haulers can also use the Metro Central Transfer Station, 4198 Delaware Avenue, Des Moines, IA 50313. It's open weekdays from 9 a.m. to 4:30 p.m. for commercial haulers only, with a short midday break.
