If your dumpster sits on private property, such as your driveway, you won't need a Borough permit in State College. You'll need one if the container sits on the street or the grass strip between the sidewalk and the curb.
The Borough of State College calls this a Street Occupancy Permit. Its permitting page says the permit is needed any time the street or grass plot is used to unload or store equipment or materials for a short time. The fee is $60.
Apply through the Borough's online permit portal at least 10 business days before the work date. Paper applications are no longer accepted, and staff have 10 business days to issue a permit once your application is complete. The Borough may also ask for proof of insurance. Most remodeling and cleanout debris can go in your container. Pennsylvania's rules and the county Authority set the limits.
Pennsylvania doesn't allow whole used tires to be mixed with trash headed for a landfill. The Authority takes tires on their own, so keep them out of your dumpster and mention them when you book.
Electronics need their own route too. The Authority says TVs, computers, monitors, and laptops are banned from landfills, and it offers a free electronics drop-off for residents at the transfer station.
Hazardous waste, liquids, solvents, fuel, and asbestos can't go in a standard dumpster either. Liquid paint shouldn't go in the trash. The Authority suggests letting small amounts of latex paint dry out first. Propane bottles, fuel tanks, and drums are also turned away.
