On ground you control, a yard, a driveway, or a fenced job site, you generally won't need city paperwork. An organized event is another matter.
Special events: The application goes to the Office of Bartlett Code Enforcement, and the fees on the form come to $60.00 for the special event, $5.00 to issue the permit, and $7.00 for software, with 3 percent added for a card. The application asks for a letter of permission, proof of insurance, a map, a fire retardant letter if you're putting up tents, and a list of food vendors. Call 901-385-6425 with questions.
Restrooms are your responsibility: The city writes it into the conditions. Adequate on-site restroom facilities and trash containers have to be provided, and you have to calculate the demand and say how you'll cover it. That's the section your unit count answers.
Timing: Notify the building department 10 days before the event. A public attraction goes further and needs approval from the Board of Mayor and Aldermen, so start that well ahead.
Where units can go: Fire lanes have to stay at least 20 feet wide and 12 feet high so the fire department can get within 150 feet of any structure, and hydrants need five feet clear on every side. Off-street parking spaces used for the event should be concrete or asphalt, and the event can't leave anyone else short of parking. Keep all of that in mind when you pick your unit locations.
State highways: For placement inside the right-of-way on a state route, Tennessee's transportation department issues a special permit for use of state property, and it expects you to hold any other local approvals too.
Food vendors: Most of Tennessee is permitted by the state, but Shelby County is one of five counties that run their own food program, so your vendors deal with the county health department rather than Nashville.

Firm, level footing first. A unit on a slope feels unsafe, and the silty ground in the creek bottoms stays soft for days after a storm, which is where service trucks get stuck.
Leave the driver a clean approach. We need width to pull in and height for the tank arm, so watch for low limbs, mailbox posts, and cars along the curb. On a job site, keep units within roughly 200 feet of the work so your crew isn't walking off its break.
Hold units at least 15 feet away from food service, and clear of wells, creeks, and storm inlets. At a bigger event, break them into two or three groups instead of one line, and remember the fire lane widths when you place them.

In Tennessee, anyone who pumps and disposes of what comes out of a portable toilet has to hold a valid pumper permit from the state's water resources division, which publishes the active list.
