One thing worth knowing if a temporary setup turns into a long one: the city treats a temporary use that runs past 180 days as permanent, and permanent uses have to meet building requirements including real restrooms. The Standard Porta Potty covers most jobs around Washington County: one stall with a toilet, a urinal, a paper holder, and sanitizer. Framing crews, roofers, and small gatherings all use it.
The ADA-Compliant Porta Potty opens at ground level with a wide door, grab bars, and turning space inside. Put one in each group at a public event.
The Deluxe Flushing Porta Potty adds a flush and much better odor control, which suits a reception, a rehearsal dinner, or a donor event.

On ground you control, a yard, a driveway, a farm, or a fenced job site, you generally won't need city paperwork. Public ground and organized events are where the calendar starts to matter.
Events: 90 days, not 30. Johnson City asks for the special event application a minimum of 90 days before the date. That covers the downtown spaces, Founders Park and King Commons, and road closures for festivals, parades, and road races. Once it's in, the city's special events coordinator gets in touch and walks you through the rest.
Insurance and approval: Organizers have to carry a special event insurance policy with the City of Johnson City named as an additional insured, and nothing is guaranteed until the Special Events Manager approves it. That office is at 601 E. Main Street, on 423-434-5975.
Food vendors: A food truck can only work public property with special event approval, and it can't block emergency or trash access or sit inside the sight triangle at an intersection. Vendors also have to notify the Washington County Health Department on 423-975-7926 and the city's fire prevention office on 423-975-2840.
Food permits: Washington County is not one of Tennessee's five counties that run their own food program, so temporary vendors here work through the state health department's environmental program. A temporary food establishment is a fixed setup at an organized event lasting more than one day and no more than fourteen.
State routes: For placement inside a state highway right-of-way, Tennessee's transportation department issues a special permit for use of state property, and it still expects you to hold every other local approval.

Level, firm ground comes first. This part of East Tennessee has plenty of sloped lots, and a unit that leans is a unit nobody uses. Clay ground stays greasy for days after heavy rain, which is how service trucks end up stuck.
Leave a clean approach. The truck needs width alongside and height for the tank arm, so watch for low limbs on older streets, tight downtown alleys, and cars parked along the curb. On a job site, keep units within about 200 feet of the work.
Keep them at least 15 feet away from food service, and clear of wells, creeks, and storm inlets. At a bigger event, break the units into a few groups rather than one long row, and give the accessible units a level, firm path in.
Weekly service is the standard and heavy sites go to two visits. In Tennessee, anyone pumping and disposing of the contents of a portable toilet has to hold a valid pumper permit from the state's water resources division, which keeps a public list of who currently holds one. Johnson City runs its own treatment plants, including the Brush Creek and Knob Creek facilities and a regional plant.
