The ADA-Compliant Porta Potty enters at ground level, with a wide door, grab bars and turning room for a wheelchair. Plan on one for anything open to the public.

On private ground, such as your own yard, a farm, or a fenced job site, you normally won't need a city permit. Public property is where the paperwork starts.
Events on public property: Columbia requires a Mass Gathering Event Permit for events and large gatherings held on public property inside the city limits. Applications are due at least 60 days ahead, carry a $25 non-refundable fee, and go to the City Recorder at City Hall, 700 North Garden Street. You'll also need $1 million in liability cover naming the City, and you have to sit down with police, fire, emergency management and public works for at least one review meeting.
Sidewalks, parking and street space: The city's right of way encroachment permit covers anything that pushes into city right-of-way and affects safety, accessibility or public use. Outdoor seating, sidewalk closures, scaffolding, street parking closures and dumpsters are the examples the city lists, so a unit in that space belongs in the same conversation.
State routes: The Streets and Maintenance division keeps up more than 240 miles of city streets, but state routes inside the city limits are maintained by the state instead. The city publishes the list, and it includes Nashville Highway, Bear Creek Pike, Carmack Boulevard, Trotwood Avenue and the 43 Bypass. Work in those shoulders goes through the state transportation department.
Food vendors: Maury County is covered by the state environmental health program, not a county-run one, so temporary vendors and event organizers request their permit application from the state. A temporary food setup can run up to fourteen days in a row with one event.

Set units on firm, level ground with an open, straight approach for the truck. Watch for soft shoulders, sloped driveways and low limbs on rural lanes. A gravel pad or a sheet of plywood keeps a unit stable and keeps the door hanging square.
Keep them at least 15 feet from food service, and away from wells, springs, creeks and storm drains, which matters near the Duck River. On a job site, place units within about 200 feet of the work. At an event, use two or three small clusters near entrances and food rather than one long row, and give accessible units a flat, solid path.
Standard service is one visit a week to pump the tank, wash the interior and restock paper and sanitizer. Tennessee summers, crews above 20, and multi-day events usually call for two visits or more.
The waste has a local destination. Columbia owns and runs its public sewer utility, with a treatment plant on Treatment Plant Road that is staffed around the clock and built to handle 14 million gallons a day. The wastewater department publishes a hauled septage application, so haulers get approval before they discharge there, and the state separately permits anyone pumping portable toilets.
