A unit on private ground, your own yard, a farm, or a fenced job site, needs no City permit. Public property is where the process begins.
Streets, sidewalks, and grass strips: Franklin requires a permit for any obstruction in or on a City right-of-way, and it defines that right-of-way to include streets, sidewalks, and the grass strips beside them. Privately owned streets are the only exception. The City's permits page spells it out, and the Streets Department answers right-of-way questions at 615-791-3254.
Events: Any special event on City property or in the public right-of-way needs a Special Event permit, and the City asks organizers to plan at least 90 days ahead. The applicant also pays for any City personnel the event requires, and first-time organizers are asked to talk with staff before applying.
Food vendors: Williamson County is not one of Tennessee's five contract health counties, so food permits here run through the state environmental health program rather than a county office. A temporary food establishment is a fixed booth at an organized event lasting more than one day and no more than fourteen, and vendors should plan a handwashing station at every booth.
State routes: I-65, US 31, and State Route 96 belong to the state, not the City. Placing anything in that right-of-way calls for a state highway permit from the regional office covering Williamson County. Your account manager can help you work out which agency owns your spot.
Firm, level ground comes first. Farm venues and new subdivisions both have plenty of soft, freshly worked soil, and a unit that settles or leans is a unit your guests will avoid.
Leave the truck a straight run in. Low limbs along older streets, narrow historic blocks downtown, gravel lanes, and parked vehicles on event days are the common obstacles.
Keep units at least 15 feet from food service and well away from wells, the Harpeth River, and storm drains. On a job site, set them within 200 feet of the work so your crew is not crossing the whole property.
Weekly service is standard: pump the tank, wash the inside, and restock paper and hand sanitizer. Summer heat, large crews, and events serving alcohol all argue for a second visit.
Tennessee permits the companies that remove and dispose of what comes out of a portable toilet, and it publishes the list of permitted pumpers, so you can check that whoever services your units is on it. Locally, the City's Water Reclamation Facility is an activated sludge plant with nutrient removal, tertiary filtration, and ultraviolet disinfection, permitted by the state to discharge to the Harpeth River.
