A container kept entirely on private property, like a driveway or a fenced lot, doesn't need a City permit in Savannah. Anything on public property does, and in this city that covers a lot of ground.
The City of Savannah requires a Dumpster/Container Permit for anyone placing a dumpster, trailer or similar container on public property, including a spot that takes parking spaces out of use. Traffic Engineering approves it, along with any other City department that has a say, before the container can go down. Staff may come out and look at the spot first, and the Fire Marshal and the Sanitation Bureau also check that the placement won't get in the way of emergency crews or collection trucks.
There is an application fee plus a daily charge for each parking space the container occupies, so ask for the current cost when you apply. Reviews take no more than four working days once the application and fee are in, and the City will suggest another spot if yours doesn't work.
The City also sets conditions once the container is in place. It can't sit on the sidewalk except by special arrangement, it has to be covered when nobody is loading it, the area around it has to stay clear of debris, plywood goes under the runners on pavement, and reflective tape is required at the top corners of any container next to a travel lane. The permit itself has to be displayed where it can be seen.
