If your dumpster sits completely on private property, like your driveway, you generally won't need a City permit in Albany. A container in a street, alley, or on a sidewalk sits in the public right-of-way, and that needs approval.
For those spots, the City uses an encroachment permit. Its fee guide lists a temporary right-of-way permit that names dumpsters directly. You can apply through the City's online e-Permitting portal, which accepts encroachment applications. The fee guide doesn't list a review time, so apply before you set a delivery date.
For questions, call Albany Public Works Operations at 541-917-7600. The City also bars anyone from keeping debris, garbage, or junk outdoors on a street or sidewalk, so a permit matters if your container can't stay on your lot.
Albany also has a franchise rule. The City's code gives one company the exclusive franchise for solid waste service inside city limits and says no one else may provide that service, though people can haul their own waste. Before you book, your account manager will confirm how the rule applies to your address.
If you're unsure where your property ends and the right-of-way begins, your account manager can help you find the right City contact.
