If the container sits on private property, such as your driveway or a fenced job site, you usually won't need a City permit. Once any part of it goes in the street, a parking lane, or the sidewalk, the rules change.
The City's Right-of-Way Compliance page says a dumpster in the street is legal, but it requires a Temporary Street Use permit. The Portland Bureau of Transportation issues these permits through its Temporary Street Use Permitting office.
Timing matters here. In metered areas, or for longer permits, the City asks for at least three business days to issue the permit. Parking reservation signs can't be enforced until 72 hours after Parking Enforcement confirms they're posted.

Most remodeling and cleanout debris is fine to load. What's off limits comes from Oregon's landfill ban and from Metro's rules at the transfer stations.
The Oregon Department of Environmental Quality bans several items from disposal sites across the state. That list includes vehicles, large appliances, used oil, tires, lead-acid batteries, computers, monitors, and TVs. Keep them out of your container.
Metro's transfer stations also turn away asbestos, burned debris and wildfire ash, flat or built-up roofing, liquids, soil soaked with petroleum, and electric vehicle batteries. Paint, solvents, fuel, and other hazardous waste can't go in a standard dumpster either.
Metro accepts TVs and computers separately as an Oregon E-Cycles drop site. Appliances with coolant and tires carry their own fees there.

Most Portland dumpster loads go to Metro Central Transfer Station at 6161 NW 61st Ave., Portland, OR 97210. It's open to the public from 8 a.m. to 5 p.m. every day. Commercial accounts can arrive earlier on weekdays and Saturdays.
Loads from the south side of the metro area may go to Metro South Transfer Station at 2001 Washington St., Oregon City, OR 97045. It keeps the same public hours of 8 a.m. to 5 p.m. daily. Both sites close to the public on the Fourth of July, Thanksgiving, Christmas, and New Year's Day.
Metro requires construction waste from greater Portland to go to an approved facility, and it charges by weight. The City of Portland also requires every company collecting commercial waste in the City, including drop box service, to hold a City collection permit.
