A dumpster on private property, such as your driveway or a job site, usually doesn't need a City permit in Bend. A container that sits in a street, alley, or sidewalk is another story.
Work and use in the public right-of-way run through the City's right-of-way permits. The City's fee schedule lists temporary street use at $393.97 under its lowest-impact tier. The schedule doesn't name dumpsters, so ask which permit fits your placement and how long review takes.
Right-of-way permits are handled by the City's Private Development Engineering Division. Its permit guide lists office hours of Monday through Friday, 8 a.m. to 5 p.m. Call the City of Bend at 541-388-5580, extension 4, with questions.

The Oregon Department of Environmental Quality says it's illegal to dispose of these items at any landfill in the state: large appliances, used oil, tires, lead-acid batteries, computers, monitors, TVs, and old vehicles. Keep them out of your dumpster.
Hazardous waste, liquids, paint, solvents, fuel, and asbestos can't go in a standard dumpster either. Asbestos needs a special county application before disposal.
Many banned items still have a local home. The recycling area at Knott Landfill takes appliances, refrigerators, and car tires for a per-item fee, so they're recycled instead of buried.
