When the dumpster sits on private property, like your driveway or a private lot, you won't need a City permit. If it needs to go in the street, you'll need approval from Public Works first.
Corvallis has a form made for this, the Application to Reserve On-Street Parking for Dumpsters and PODs. You'll find it on the City's right-of-way permits page. It reserves parking spaces for up to 30 days, and the City asks you to allow up to two weeks for review. The form covers parking spaces only. Closing a street or sidewalk takes a separate right-of-way permit.
