For that, the City of Charleston's Department of Traffic and Transportation issues a right-of-way permit. The City's fee schedule adds $10.00 per day to any permit that involves a dumpster, on top of the review fee.
The City's dumpster rules are specific. The container needs bright reflective strips on each side of every corner, and barricades with flashing lights at both ends the whole time it's in place. A City code enforcement officer checks dumpsters in the right-of-way.
