If your dumpster sits on private property, like your driveway or a job site, you usually don't need a right-of-way permit in Chesapeake. You'll need one once any part of the container sits in a City street, sidewalk, or other right-of-way.
The City's Civil Permits Section, part of the Department of Development and Permits, handles right-of-way permits. You apply through the City's eBUILD online system, and the City's fee list names a dumpster in the right-of-way at $50. Parking in the right-of-way and traffic control are separate charges, so a container that blocks a lane may need more than one approval.
On an active building site, the City also offers a construction yard or construction trailer permit, which allows containers and dumpsters at the site. The Civil Permits page lists the office at 306 Cedar Road, open Monday through Friday, 8 a.m. to 5 p.m.
